Rakena Garan was a female Cardassian who lived in the 24th century. Garan became Castellan of the Cardassian Union in 2379.

In 2381, Federation President Nanietta Bacco presented Elim Garak with a proposal to be given to Castellan Garan that the Cardassians join the Federation's battle against the Borg at the Azure Nebula. Garan later agreed to the proposal, although an agreement to cede Cardassia control of the Argaya, Lyshan and Solarion star systems was a large incentive. (ST - Destiny novel: Mere Mortals)

Later, an assassination attempt was made on Garan by an individual unhappy at the loss of the Cardassian fleet at the Azure Nebula. (TNG novel: Losing the Peace)

In August 2382, President Bacco met with Castellan Garan in an attempt to finally persuade Garan to take the Cardassian Union into the Khitomer Accords. (ST - Typhon Pact novel: Plagues of Night)

Garan's name was not mentioned until the character made her first appearance in Plagues of Night.

In 2385, amid rising tensions on Cardassia, Garan would forgo the dedication ceremony of Deep Space 9 (II) and return home in an attempt restore faith in her leadership. Not long after arriving and attempting to fix the situation, Garan was persuaded to step down by Elim Garak, after he discovered a True Way plot against her that would end in her impeachment and victory for an opposing anti-Federation candidate, Evek Temet. The stepping down of Garan occurred not long after the death of President Bacco, who Garan was to sign an agreement for Federation withdrawal of Cardassia with. Her death had essentially brought down all hope for her continued career as a Castellen, as she had staked her position on an agreement that wasn't even to happen anymore and she had lost too much support to be an effective leader. As a result, Garak ran for her position after she resigned to prevent Temet from gaining power and isolating Cardassia.
