Ensign Ramsey was a 23rd century Human man who served as a relief navigator aboard the USS Courageous.
In 2270 he reported to auxiliary control to assist Lieutenant Sulu in defending the Bajoran colony of Pillagra from an assault by the Ascendants. Ramsey objected to Sulu's plan to dive the Courageous into the planet's atmosphere, to which Sulu replied if Ramsey wasn't comfortable with the plan he could simply get another navigator to do it.
