Ran Armstrong was a Human man, a Starfleet officer serving in the 23rd century.
As a captain, Armstrong commanded the USS Constellation for several years before achieving a promotion to the rank of admiral and ascending to a post as the Starfleet representative to the Federation Congress. (TOS - Fortunes of War novel: Dreadnought!)
