Rasec was a male Kinshaya who held the title of bishop and served as the Grand Inquisitor by 2382.

When the Devotionalists reemerged late that year to hold mutliple public rallies in Rashtag on Janalwa, Rasec held them in low regard and believed that the leader Yeffir held some sort of demonic enchantment over the other pacifists and cowards that would break under sufficient pressure. A first rally had been dispersed by Breen troops firing into the crowd after they had engaged with the Inquisitors, and as a larger audience gathered the next day for a second rally, Rasec personally addressed them from the steps of the Cathedral of State, calling the assembly heretical and ordering them to disperse. When the Devotionalists and their audience did not respond, Rasec had the Breen again threaten the crowd, and hoped that the Devotionalists and the Romulan Unificationists joining them would be goaded into another riot to justify the use of force and expose the organiation as liars.

When having the Breen merely brandish their weapons did not evoke a response, Rasec had Ghoc Reyd fire at their feet, again failing to earn a response. Rasec felt a weighty burden as he allowed Reyd to fire at the leaders, but the blasts struck the crowd as it had tightened around the speakers. Angry at what the heretics were forcing him to do, he ordered them to resume fire until the crowd dispersed. The Breen did open fire, causing the rally attendees to panic and scramble, and many died from the disruptors or from being trampled. As the death count grew over a hundred, Vicar General Tepesor urged Rasec to stop. Rasec became aware that the government's lockout of the communication network had been overridden and finally ordered the firing to stop, hoping to avoid bad publicity rather than caring about any loss of Kinshaya life. Reyd insisted that the Breen should continue firing until the assembly had completely dispersed, but Rasec had his Inquisitors aim their own weapons at the Breen, finally getting the cease fire. Rasec ordered the Inquisitors to take the Breen into custody and began to plan how to pin the blame on the offworlders, but the event would come to be known as the Niamlar Massacre and triggered an even stronger public outcry against the regime.
