Rashtag is the capitalcity of the Holy Order of the Kinshaya, located on the planetJanalwa. The capital was established some time between 2380 and 2382 after the previous Kinshaya home world was destroyed by a retaliatory attack by the Klingon Empire. Niamlar Circle sat in the middle of Rashtag, and on its eastern quadrant sat the Cathedral of State, which was expanded and maintained at the cost of the remainder of the city, where businesses closed down, buildings fell into disarray, and the Kinshaya commoners lived in poverty.
In 2382, Niamlar Circle became the site of several Devotionalists rallies which were opposed by Breen troops. The second of these rallies, dubbed the Niamlar Massacre, triggered more open rebellion of the Kinshaya Holy Order and a push for a more populist government.
