Refner Gyron the Sly was an Orion man and a president of the Botchok Planetary Congress of Rigel VIII (Botchok) and the Orion Colonies during the late 23rd century.

He became president on reference stardate 2/1606 (c. the late 2270s decade), and commenced a new policy of aggressive quid pro quo neutrality for the Orion Colonies towards their neighboring powers of United Federation of Planets, the Klingon Empire, and the Romulan Empire. Under this policy, the Orions exchanged knowledge and trading-partner statuses for trade concessions, while garnering intelligence regarding their interstellar neighbors. Over the new few years, Refner's neutrality policy boosted trade with the Klingons, won a host of benefits and concessions from the Federation, and even limited delivery contracts and battle protocols with the Romulans. With these gains, trade with all three powers grew, and Orions profited but did not provoke their rivals.

Refner celebrated his fifth year in office on reference stardate 2/2106 (c. the early 2280s). In his speech, he announced that his successful neutrality policy would continue. (FASA RPG - The Orions module: Book of Deep Knowledge)
