In an alternate reality, Commander Richard Starr was a space officer for the Imperial Planets Science Police. In this reality, Commander Starr commanded the Space Ranger Battalion landed in combat operations on Durla, during the Imperial invasion of Durla. (TOS - Legion of Super-Heroes comic: "Issue 1")

The time travel-distortion caused an "evil" variation of reality that was similar in respects to Star Trek's mirror universe, but with elements of DC Comics characters. In particular, Space Ranger Rick Starr was, in DC's primary reality, a classic science fiction hero from the 1950s. In his unaltered history, he is a wealthy heir who uses his fortune to make himself the Sol system's defender. Various versions of DC's comics depict this occurring in the 22nd century.
