Vice Admiral Richardson was a Human Starfleet Officer serving in the late 24th century.

Commander Elias Vaughn spoke to Admiral Richardson, as well as Rear Admiral Presley and Captain Lily Shalhib, in early 2376 to tell them he wanted to become Deep Space 9's new first officer. With a security clearance similar to Commander Vaughn's, Admiral Richardson attempted to force Vaughn's status as an independent tactical operative, which led to Vaughn threatening to retire from Starfleet. The three agreed and Presley offered his congratulations to Vaughn. (DS9 - Avatar novel: Book Two)
