Jean-Luc Picard oversees two security officers drag a Bolian into an agony booth in an attempt to discover how he's been getting such high quality goods. Though the alien initially puts initial resistance, he quickly caves and reveals he is working for EmperorSpock.
At Picard's order, Data begins a comprehensive examination of Spock's life concluding that not only has Spock's file been doctored, there is a 90% certainty that Spock is still alive. When Data presses the issue, Picard reveals that their supply chain is on the brink of collapse, the Klingon-Cardassian Alliance having scared away even the lowest lowlife from doing business with the Terrans, yet somehow, a single Bolian has managed to acquire top quality merchandise.
If Spock is connected to this, it must be found out. Not only so Picard can claim the source of these resources, but to prevent the Emperor from interfering with his plans. Giving Data permission to use the captain's yacht, Picard sees him off.
