Rixx was a male Bolian Starfleet officer in the 24th century.
History[]
In the 2350s decade, Rixx met Captain Jean-Luc Picard at the Altarian Conference.
As of the year 2364, Rixx held the rank of captain and was commanding officer of the USS Thomas Paine. In that year, Rixx was one of a select few in Starfleet who knew about an alien conspiracy to take control of Starfleet Command. He met Captains Jean-Luc Picard, Walker Keel and Tryla Scott on the planet Dytallix B to discuss the situation. (TNG episode: "Conspiracy")
In 2371, Rixx was contacted via subspace communication by Picard looking for information on one of his junior engineers, Lieutenant Farrell, who had served on the Thomas Paine under Rixx the previous year. (TNG comic: "Suspect")

In early 2378, Rixx was one of several Starfleet officers present at the first official debriefing of Captain Kathryn Janeway after her ship, the USS Voyager, returned from the Delta Quadrant. (VOY novel: Homecoming)
Rixx retired from Starfleet sometime before 2380, and wrote a book on first contact situations called The Ripple Effect. In May of 2380, he appeared as a panelist on Illuminating the City of Light to discuss Federation President Nanietta Bacco's impending diplomatic meeting with the Trinni/ek.
