Robert Kelly was a 23rd century Human man. He was a member of the Federation Science Council who led the staff of the Federation's Genetics Research Station 17 on Aleph III.
Biography[]
Kelly was born in 2218. During his lifetime, he became an expert administrator and exceptionally skilled diplomat. A congenial and warm-hearted person, he was highly skilled in computer operations and ground vehicle operations, but less skilled in personal leadership and had absolutely no combat skills. He rose to became a member of the Federation Science Council.
By 2270, he directed the staff of Genetics Research Station 17, overseeing chief researcher and fellow Federation Councillor D'vin Loctrill and his staff.
In 2270, the Federation chose to close his station. Kelly met with a landing party from the USS Enterprise and was disappointed to hear about the decision. He hoped to get an early start at organizing zoology specimens and packing up equipment. He eagerly helped defend the facility against a siege by Klingon forces under the command of Captain Koloth, who was assigned to steal some of the specimens.
