Robert Spencer was a 23rd century Human man known for serving as the Federation's ambassador to Sigma Iotia II in the early 2270s decade.
Biography[]
Spencer was high-strung and intense. He was an adept administrator who was highly proficient in diplomacy and negotiation. He took intensive studies to become a teacher, and was highly qualified in modern marksmanship, leadership, and the operation of computers and communications systems. He played chess and socialized with great skill. He was qualified in speaking Klingonese and the Orion language, and semiskilled in the Vulcan language.
Prior to his diplomatic career, he worked as an American history teacher with a focus on 20th century social disorders. As a diplomat, he found himself agile at negotiating with newly-discovered cultures.
In 2271, when he was 39 years old, the Federation assigned him to prevent further Iotian cultural and scientific contamination and open an embassy on Iotia if he deemed that it would help mitigate and normalize relations. Spencer would be required to assess damage from the USS Horizon's first contact in the 2160s, in which a book left behind became the model for Iotian civilization, and the USS Enterprise's second contact mission in 2268, in which Leonard McCoy's communicator had been left behind. Starfleet Command dispatched a Federation starship to take Spencer to Iotia and aid him in assessing Iotian culture.
Together Spencer and aides from the ship made contact with Bela Okmyx, who let them use as a base of operations a five-story brownstone a block from Oxmyx's headquarters in the capital city of Chicago. Spencer's nascent embassy staff was made up of yeomen, a few security guards from the starship, and some local Iotians serving as clerks. His office used only local technology, aside from a diplomatic computer kept locked in Spencer's office. Teams of specialists and scientists from the ship were deployed to schools, hospitals, and other institutions to interview Iotians. Over the next several weeks, they completed the cultural assessment mission, giving Iotians a technological/sociopolitical index of 4555562/4 and a planetary trade profile of CBDEECC/C(C).
Spencer also succeeded at recovering McCoy's communicator. Being loyal to the "Feds", Oxmyx was happy to retrieve it from his safe and give it to Spencer, saying that they hadn't cracked its technology yet.
During their visit, they heard rumors about, and eventually spotted in person, a man in skintight underwear flying around and disrupting gangster robberies. But there were no police on Iotia, and his vigilantism actually made him the target of a manhunt. Sensor scans revealed him to be wearing an exoskeleton employing force fields and antigravity lifter technology. (FASA RPG module: Another Piece of the Action)
