When the Federation starship USS Yuzhny violated the Treaty of Algeron by rendering aid to ships fleeing the Hobus supernova under the order of Captain Kyle Annatova in the year 2387, the Yuzhny earned the trait of being respected in the Romulan Free State. Background information[]

In a story from his Instagram account, PIC season 1 showrunner Michael Chabon described the Romulan Free State as one of several successor states vying for control of what was left of the Romulan Star Empire.
