The Romulan Star Empire conquered the Federation at some point between the 2240s and 2260s decades. Federation members were enslaved and left to live in abject poverty. Humans of Earth forgot their history, with only myths surviving.

By the mid-24th century, the Romulans had placed their fleet station, called "the ring" by Humans, and filled it with trophies of their vanquished foes, including a version of the fabled USS Enterprise in its 2254/2264 configuration, an unnamed Monarch-class freighter, and a Klingon D7 class battlecruiser.

In the 2360s, William Riker led as band of rebels to a Romulan outpost on the surface to liberate Jean-Luc Picard, whom Riker believed held knowledge of a Federation base. Picard was saved at the cost of Riker's life, who sustained injuries from injuries during the breakout. Riker still saw Earth from the viewports of the Romulan fleet station, and the Enterprise, before succumbing to blood loss and internal hemorrhaging. He asked Picard to take the Enterprise and rebels and find the Federation base. (TNG comic: "Deviations")
