Rowan was only mentioned in passing once in "Immortal Coil", where it is explained that he was the immediate predecessor of Rhea McAdams, the then-current security chief of the Enterprise, having himself been immediately preceeded in that position by Padraig Daniels. Since Daniels took his leave sometime in 2374 and "Immortal Coil" is also set in that year, Rowan's stint must have been a brief one. No rank was mentioned.
