Rurigan was a Yaderan man.
Circa 2340, Rurigan escaped the Dominion conquered Yadera Prime and fled to Yadera II. There, he created a holographic community of friends and family. In 2370, Jadzia Dax and Odo helped Rurigan to repair the program. (DS9 episode: "Shadowplay")
Jadzia returned to Yadera II a few years later and found that Rurigan had died, although Jadzia met a hologram of Rurigan, who had Rurigan's memories and personality. (Star Trek Adventures RPG module: Gamma Quadrant Sourcebook)
Many years later, Rurigan's holopeople had developed holoships, which had mobile emitters and the technology to generate wormholes. (ST short story: "Guardians")
