Russan was a star system, located in the Delta sector block within the galaxy's Delta Quadrant. In the 25th century, it was the site of a meeting between the Delta Alliance, Borg Cooperative and the Octanti, to discuss membership in the Alliance.

In the year 2410, Alliance High Command dispatched a ship to meet with Ambassador Rerrick of the Octanti in the Russan system. One star admiral Tuvok hoped the Octanti could be convinced to join the Delta Alliance, for a joint defense of the Delta Quadrant against the Vaadwaur Supremacy. Seven of Nine, who brought the liberated Borg of the Cooperative into this alliance, was also enroute to join the diplomatic effort.

The Octanti blamed all Borg, whether in the Hive mind or liberated, for the near-destruction of their species and being driven off the Octanti homeworld. Seven of Nine warned than a Cooperative Borg cube had been infected by an Octanti synthetic virus and was on its way. She pleaded with Ambassador Rerrick to transmit the code to shut the virus down. Rerrick declined but relented when his brother Meshk, assimilated voluntarily in 2403 to infect the Borg, appeared on screen. The transmission of the codes did not work at first, and the other ships had to work together to disable the cube's weapons. With his brother liberated, Rerrick agreed to change the Octanti's stance on liberated Borg. (STO - Delta Quadrant mission: "Alliances")
