A saavta is a type of council used on Tenara.
These councils are elected and then they elect members to take part in higher ranking saavtas. This system is believed to have developed from the council of elders found on many worlds.
In 2364, the saavta system frustrated the efforts of Starfleet personnel to help Tenara because the government was highly decentralized. (TNG novel: The Captains' Honor)
