Saf was an important part of Andorian Shelthreth, coming to be used as a recreational drug by other species.

In 2367, Kira Nerys noticed that some Cardassian officers in the Officer's Club at the Doblana Arctic Base had taken saf. (DS9 - Tales from the Captain's Table short story: "The Officers' Club")

Phillipa Matthias saw a spike in the use of saf by non-Andorians during the Dominion War. In 2376, Julian Bashir and Matthias sought and gained permission to bring saf to Deep Space 9 to study it with the intention of seeing if saf had any psychoactive benefits. When Matthias was with Thirishar ch'Thane and Prynn Tenmei, she purchased saf from an Andorian vendor. Charivretha zh'Thane was given saf when she was kidnapped around the same time. (DS9 - Worlds of Star Trek: Deep Space Nine novel: Andor: Paradigm)
