Safranski was a male Rigellian who served as the Federation Secretary of the Exterior under the Bacco Administration, coming to office in late 2379 after the surprise resignation of Federation President Min Zife. An important member of President Bacco’s cabinet, Safranksi helped determine Federation foreign policy during the turbulent year following the collapse of the Romulan government and the rise and fall of Shinzon of Remus. He also played a key role in opening diplomatic relations with the Trinni/ek, which he discussed in an August 2380 appearance on Illuminating the City of Light. During the invasion of the Borg Collective in 2381, Safranski was tasked with setting up a diplomatic summit between the major Alpha and Beta quadrant powers; his efforts were thwarted by the fact that no one would accept their communications. When Admiral Leonard James Akaar informed the presidential staff that the Enterprise was following a lead at the Azure Nebula near the tri-border, Safranski anticipated the President's order to summon Ambassadors K'mtok and Kalavak. When the Borg Invasion of 2381 reached a critical stage, President Bacco called an emergency summit on Earth hoping to convince the various ambassadors to pledge support to an allied fleet to defend against the invading Borg Collective; Safranski personally retrieved Gorn Ambassador Zogozin, but was unable to collect the Tzenkethi Ambassador Emra, as the Tzenkethi Coalition recalled their diplomatic staff several days prior but did not inform anyone until they asked. Later in 2381, Safranski was called in by President Bacco to discuss an assassination attempt on Spock. (ST - Typhon Pact novel: Rough Beasts of Empire)
