By the year 2021 unemployment and homelessness became rampant across the u.s. the people could no longer tolerate it. nobody really knows who came up with a sanctuary District idea but the rich and powerful as well as the corporations decided to clean up the streets. 

Sanctuary Districts were walled-in sections of large cities to where they could place these homeless people and unemployed to keep them off the streets. while food and Medical Care were provided within the sanctuary districts some did not conform inside these people became known as ghosts These people were very violent and preyed on the other residents of the sanctuary for their food vouchers and any other items they could get. Sanctuary District a was a Walled in section in San Francisco the area was 10 blocks wide and 10 blocks long consisting of old dilapidated buildings in which they can find a space to live in even if it was on the floor in a hallway. tensions Within These Walled in cities were very high and Sanctuary District a came to a boiling point in September 2022 culminating in the Bell riots. the government was sent in to stop this resulting in many deaths. soon after the sanctuary districts were shut down and the people were given a chance to find work and better accommodations (DS9 episode: "Past Tense")
