Santin was a 24th century Starfleet officer. In the mid-24th century, Santin held the rank of commodore and served on the Starfleet Operations planning board.
Commodore Santin was critical of the intentions of Admiral Carstairs in supporting a heavily-armed plan specification for the new Galaxy-class starships. While Admiral Carstairs would often describe the heavily-armed vessels' strength as a deterrent, Santin feared that fielding such destructive capabilities might serve as a provocation of the Federation's enemies.
