Santos was a Human man living in the 24th century.
Biography
He was in the Maquis and participated in an interrogation of (unknown to them at the time) undercover Federation Starfleet Lieutenant Ro Laren in the year 2370. He led an attack on a Yridian convoy in the same year. (ST website : StarTrek.com, TNG episode: "Preemptive Strike")
