A scrambler was a device which interfered with the function of other technology.
In the year 2266, Uhura used a scrambler on Floe I to prevent a false report on the Floes' civilization from being transmitted to the USS Enterprise, although the ruse was discovered. (TOS comic: "Ice Journey")
In 2267, Connie McQueen placed a scrambler into the Enterprise's deflector shield system so that Argons could capture the ship. (TOS comic: "The Argon Affair!")
