Shelby was a 24th century Human individual, a member of Starfleet who was the captain and commanding officer of the USS Sutherland during the Dominion War.
Biography[]
Shelby was promoted to the rank of captain in the year 2373. When Elizabeth Shelby saw Shelby's name on a promotion list while still serving on the USS Excalibur, she briefly thought it was her. (NF - Prometheans novel: Martyr) During a visit to the Captain's Table, Elizabeth had to point out she was not "that Shelby". (NF - Tales from the Captain's Table short story: "Pain Management")
In 2374, Jadzia Dax called in a favor from Shelby when the Sutherland was docked at Deep Space 9. Fulfilling this favor, Shelby gave Lieutenant Manuele Atoa time off to perform at Dax's pre-wedding party. (DS9 episode: "You Are Cordially Invited")
Alternate future[]
In 2395 of an alternate future, a Captain Shelby commanded the USS Yorktown, assigned to patrol the Federation-Romulan border and conduct long-range sensor scans of the Devron star system. (TNG novelization: All Good Things...)

According to Ronald D. Moore this character was originally supposed to be the same person as Elizabeth Shelby, with her and the crew of the Sutherland joining Star Trek: Deep Space Nine's recurring cast. However, as he explained in an AOL chat in 1997, this plan fell through because "John Ordover and Co. had very specifically and very politely asked us if we had any intention of ever using this character again and we (including me) had said, "No way – do what you want with her." This very salient fact was pointed out to me after ["You Are Cordially Invited"] had aired and I had a rather sheepish conversation with Paula Block over in licensing and with John via e-mail explaining what had happened. Since I only used Shelby's last name in the episode, you're free to look at this either way – it's really her or it's someone else with the same last name (it's a big fleet, after all)."
