Shinoda was a Human serving in Starfleet as Captain in the 24th century
In 2375, Shinoda was commanding the USS Saladin as part of a Starfleet and Klingon patrol. They engaged a Jem'Hadar patrol and, although they destroyed the Dominion ships, Captain Shinoda was killed in the battle. Shinoda's first officer, Commander Julia Rivera, took command and guided the Saladin to be repaired at a Bakrii repair station. (TOS - Tales of the Dominion War short story: "Safe Harbors")
