Shyak was a Cardassian gul.
At the end of the Occupation of Bajor, Shyak was detained by the Bajorans in Prison Complex 187. He escaped but his brother Tomorok was killed. A few years later, Shyak attempted to destroy Bajor using a metagenic weapon on an asteroid but was stopped. (DS9 comic: "Turn of the Tide")
