Sivak was a male Vulcan born sometime prior to 2180. In 2377, he became personal assistant to Governor of Cestus III Nanietta Bacco, and upon her election as President of the United Federation of Planets in 2379, joined her staff at the Palais de la Concorde. (ST novel: Articles of the Federation, et al)

During the Borg Invasion of 2381, Sivak was responsible for alerting the President when the various Ambassadors had arrived and seeing that they were shown into the inner office at the appropriate times. (ST - Destiny novel: Mere Mortals)

Sivak also reported the arrival of her advisors during the invasion, including Fleet Admiral Leonard James Akaar and Seven of Nine. As the Borg fleet neared the Sol system, Bacco planned a final dinner in the Roth Dining Room, making sure to invite Sivak. Sivak was also present in the Monet Room when the Borg passed Jupiter and neared Earth, lingering behind the president. (ST - Destiny novel: Lost Souls)
