Small Steps and Giant Leaps: A History of Humankind in the Galaxy was a book written by John Gill and published in 2143. It was released by Starfleet Academy Press. It eventually was used as a reference in the writing of the book Federation: The First 150 Years. (ST reference: Federation: The First 150 Years)

It is possible the publication date is incorrect as it may be before John Gill was even born.
