Sofolk was a male Vulcan in the 24th century serving the Federation as Chief of Negotiations with the Romulan Star Empire.

In 2364 three days after the encounter by the USS Enterprise-D, Sofolk presented his findings in a session to members of the Federation Council that included Councillors McBride, Stonwin, Haggarak, T'nirea, LLyanaa, Voris, Sullivan, and Gloobsherkpfack. In session, Suffolk stated they received their first direct communication from the Romulans in fifty-three years and that they have set a list of demands required for a guaranteed peace settlement. The demands included the Federation demilitarize their side fo the Neutral Zone, creating a zone twenty parsecs wide with no Starfleet vessels, give up all colonies and claims in The Triangle, and nullify the Klingon Cooperation Treaty. Though, without all the data Sofolk claimed the Romulan were not interested in negotiating and that their demands indicated such, he recommended against a policy of aggression and instead as better course one of defensive vigilance, coupled with continued efforts at negotiation. Sofolk also confirmed there was no mention of the unknown party that destroyed the Federation’s border posts. (FASA RPG module: Star Trek: The Next Generation Officer's Manual)
