According to a Ports Illustrated profile on Starbase 16, facilities included an installation along the ocean floor of a water world. Surface landing fields, transmission antennae and other structures resided amid airy lattice towers. (Stardate Magazine vol. 2, Issue 8: "Some Star Bases: A Profile")

In 2268, the USS Enterprise sent a message buoy to Starbase 16 because subspace communication was jammed. Later, Kirk thought Klingon Lieutenant Kislath would be tried and convicted at the starbase, but instead exchanged him to the Klingons for archeological artifacts taken from Alnath II. The Enterprise docked at Starbase 16 for shore leave in 2269, after successfully stopping a second Federation-Klingon war. (TOS novel: Spock Must Die!)
