The Starfleet 8th Fleet was a military unit, a fleet group of the Federation Starfleet.
History

In the mid-23rd century, the 8th Fleet was commanded by Admiral Brazeau. (FASA RPG - The Orions module: Book of Deep Knowledge)
Following the end of the Four Years War between the United Federation of Planets and the Klingon Empire, Admiral Brazeau led the Eighth Fleet to the Rigel system, from which the Klingons had recently withdrawn. The Klingons had spared the Orions of the Rigel system from the scorched earth policy of the Year of Horror to make them appear to be allies of the Empire. The Botchok Planetary Congress was just relieved to not suffer the atrocities, and ordered a triumphant welcome to the Eighth Fleet. Brazeau's ships responded by duly sending their arrival details ahead, in observance of the Orion Neutrality Act. (FASA RPG - The Orions modules: Book of Common Knowledge, Book of Deep Knowledge)
On reference stardate 1/9806.29 (c. 2256), Brazeau and the Eighth Fleet arrived, immediately sealing off the Rigel system. They then landed soldiers on the Orion homeworld of Rigel VIII (Botchok) to capture the spaceport and communications centers. Admiral Ankora was the commanding officer of the 8th Fleet around the decades of the 2360s and 2370s, from his command post at Starbase 201. (Last Unicorn RPG module: The Price of Freedom)
Early in the year 2375, the 8th Fleet assembled to intercept a Dominion fleet heading for Betazed from Cardassian space. (TNG novel: The Battle of Betazed)
By the 2370s, this fleet consisted mainly of older Ambassador, Nebula and Miranda-class vessels, and was tasked with exploring the Alpha Quadrant, away from the Federation in the direction of the galaxy's core, past Ferenginar. (Decipher RPG module: Starfleet Operations Manual)
In the 29th century, the Eighth Fleet responded to border disputes in the Gamma Quadrant. Captain S'eeris of the USS Tempus regretted his transfer from the 8th Fleet to Temporal Fleet Command because he'd rather have dealt with the disputes than chasing egg-stealing Ferengi bandits through the timestream. The RPG The Dominion War Sourcebook: The Fires of Armageddon, published by Last Unicorn Games after they had lost their Star Trek licence, states that the Eighth was commanded by Admiral Orben Sel from the USS Nevsky during the Dominion War. It spent two-thirds of the War defending Andoria and the last third along the front lines. It also states the fleet included the following constituent elements:
