Memory Beta, non-canon Star Trek Wiki

Starfleet Archives was the largest repository of data in the galaxy, it housed Starfleet mission logs dating back to the original NX class starships and documents that establish the United Federation of Planets. Every transport manifest, personnel transfer, restraining bolt, uniform tunic, piece of vinyl, leather, or plastic item found aboard a starbase, starship, or cargo vessel was meticulously recorded.

A single building constructed by Starfleet was expected to be documented by the archives in thousands of entries, including blueprints, material orders, construction logs, and progress reports.

Any attempt of tampering with the archives was a court-martial offence. (ST novel: The Children of Kings)
