The Starfleet Charter was a document that defined and established Starfleet in the early part of the 22nd century. (DS9 episode: "Inquisition")

It is from the Starfleet Charter that Section 31 took its name; specifically from Article 14, Section 31 of the Earth Starfleet charter, which according to Agent Matthew Harris established an "autonomous investigative agency that holds nonspecific discretionary power over certain security-related matters." (ENT episode: "Divergence"; ENT novel: The Good That Men Do)

A version of the USS Enterprise-A's dedication plaque had an attribution to this document, specifying that the ship's motto, "… to boldly go where no man has gone before", was excerpted from the Starfleet Charter. (ST reference: Mr. Scott's Guide to the Enterprise)

The Starfleet Charter mandates the acquisition of knowledge about nearby star systems, aiming to expand its scientific comprehension of local space and enhance defensive capabilities. (ST video game: Infinite, [1])

  1. Advice in the tutorial mission: Starfleet's Charter dictates we maximize our knowledge about nearby Star Systems, both to broaden our scientific understanding of local space, and for our own defensive purposes. We cannot protect what we don't understand.
