The Starfleet Science Center was a Federation Starfleet outpost facility located on the planet Rifton in the 23rd century. In the late 2260s, its commanding officer was Vice Admiral Julianna van Leeuwenhook.

In the 2260s, sensor drones were sent to Argo by the science center. They returned data showing that a series of violent earthquakes had dropped its continental shelf centuries ago, turning it into a water world. (TAS - Log Five novelization: The Ambergris Element)
In 2269, Starfleet Science Center researchers recognized that seemingly infrequent starship disappearances in the Cicada sector occurred precisely 27.344 star years apart, with the next predicted event to occur imminently. Van Leeuwenhook sent the USS Enterprise to investigate, as the disappearances included Klingon, Romulan and Federation vessels. (TOS - Log Two novelization: The Lorelei Signal)
Later in 2269, the center transmitted coded information read by Spock that the Klingon Empire had developed a new weapon. It turned out to be a stasis field projector, which was installed aboard Captain Koloth's D7-class battlecruiser IKS Devisor and field-tested against the USS Enterprise.
