Strell Vekeer was a male Cardassian who lived in the 24th century. In the 2370s, Vekeer was a doctor in the Obsidian Order.

After the Obsidian Order collapsed in 2371, Vekeer and Drune Omek disappeared from sight. However, by 2373, Vekeer and Omek had begun conducting horrific experiments on Jem'Hadar in the Grennokar facilty on Harkoum. These included cutting into the Jem'Hadar's skulls and watching them die slowly or quickly, as well as through seizures. (DS9 novel: Fearful Symmetry)

Omek and Vekeer had been tracked down by Skrain Dukat who put them to work to find a way to break genetic code in the Jem'Hadar that made them loyal to the Founders of the Dominion and find a way to make them loyal to Dukat himself. In 2375, Omek and Vekeer believed they were close to a breakthrough, although they were both killed when a Jem'Hadar test subject broke free. Iliana Ghemor and Shing-kur would later build on Omek and Vekeer's research. (DS9 novel: The Soul Key)

In 2377, Elias Vaughn recovered recordings of Vekeer and Omek's experiments and Ro Laren sent images of the pair to Akellen Macet, who confirmed their identities. (DS9 novel: Fearful Symmetry)
