Stronghold Telvan'rey is a structure outside Ki Baratan overlooking the Apnex Sea. The structure was once the home of the Romulan royal family.
By the 24th century, Stronghold Telvan'rey was used as prison. In 2383, Praetor Gell Kamemor had Sela imprisoned in a cell in Stronghold Telvan'rey that had a view over Ki Baratan. Sela committed suicide in her cell in Stronghold Telvan'rey soon after. (ST - Typhon Pact novel: Raise the Dawn)
