Stumpy Strope was a male Ferengi who owned and operated Stumpy's Bar on the planet Roughlanding. Stumpy's name was due to the loss of his right leg at some point in his life. When asked about the circumstances, Stumpy claimed to have written the 203rd Rule of Acquisition ("New customers are like razor-toothed gree worms. They can be succulent, but sometimes they bite back"), suggesting the limb had been bitten off by a customer.
Quark befriended Stumpy during his time as a cook on a Ferengi trader, and from him learned how to mix a Black Hole, fix a dabo wheel, and cheat his most vigilant clients. (DS9 reference: Legends of the Ferengi)
