The Cabal was composed of rogue Suliban who had undergone genetic enhancement; the Cabal was controlled by a mysterious benefactor from the 29th century who gave advanced technology to the Cabal in exchange for his use of the Cabal to manipulate events in the 2150s. Following the closing of the 22nd century front in the Temporal Cold War and the Cabal losing access to their benefactor Jamran Harnoth, the Cabal began to dissipate. But unaffiliated Suliban refugees continued to be persecuted by the Tandaran government and other factions.
