T'Haro was a civilian Vulcan counselor in the 24th century. As of 2381, T'Haro worked at a hospital in Vulcana Regar on Vulcan, and as such, dealt with many survivors of the Borg Invasion of 2381.

T'Haro resisted the suggestions of USS Massachusetts counselor Kaimi Pumehana that these patients be allowed, as part of their treatment, to let down their emotional barriers in controlled settings for limited periods. T'Haro countered that, once dropped, there was a risk these barriers would not be able to be re-established. (ST novel: A Singular Destiny)
