T'Latrek was a Vulcan woman who represented her people and planet on the Federation Council for most of the 24th century. (novel: Articles of the Federation) She was breifly replaced by Councilor T'Nirea. (TNG technical manual: TNG: Officer's Manual)

She was elected to office in 2296, and was known as a stable point of logic on the Council for over 80 years. For some time prior to 2376, she'd served on the Security Council. (novel: Worlds of Star Trek: Deep Space Nine, Book 2 "Trill and Bajor")
