T'Mar was a female Vulcan who lived in the 23rd century where she became a police officer on her home planet. In 2248, she and fellow officer Shanak were dispatched to the Sarek family residence when a Marathan attacked Amanda Grayson. After securing the captive, Sarek expressed the need to mind meld with the attacker in order to learn the reason for his assault to which T'Mar partially agreed though logic told her that as Maratha was not part of the United Federation of Planets - it meant that any of its citizens were not subject to Federation law.

When the young Spock tried to question Wurnall, he reacted aggressively which saw T'Mar and her partner Shanak quickly rush both Spock as well as his father Sarek to a safe distance away from the attacker. (TOS novel: Crisis on Vulcan)

Being a police officer, it's possible she was a member of the V'Kor.
