T'Seya was a Vulcan woman and a member of Starfleet security in the 24th century.
She'd recently graduated from Starfleet Academy when she served aboard the USS Starbound circa 2359, on a training cruise for graduates, as one of the trainees. She was capable of the Vulcan nerve pinch and demonstrated it on Security Chief Darryl Adin during training. (TNG novel: Survivors)
