Both. Here's what the games narration has to say about it:
"Acta Chrystal. A slow-growing crystalline lifeform from Acta II. A rare commodity, the crystal is an accepted means of exchange in many cultures. First crystallizing in approximately 2 centimeters in diameter, the crystal continues to grow for many years - forming very large and valuable clusters."
I'd upload a clip for proof, but I'm not sure if that would be legal.
