I don't own the soul key so I can't check, but I remember interpreting the Entek confession as coerced and the point was that Rhukal did in fact kill Ghemor. Or at least that Entek definitely didn't do it. Illiana got her way but she of course didn't fool Dukat or the regent. The regent went ahead and killed Natima Lang because he wanted her out of the way and this was an excuse, but afterward he made clear to Illiana that of course he didn't believe her crazy story about Entek and probably nobody else would either.
