Head of Government and Head of StateEdit

When I read Raise the Dawn, I seem to remember being under the impression that Eddington's role as Chairman the end was as presiding officer of the Commonwealth Assembly; I didn't get the sense he was supposed to be seen as the head of government or head of state the way the Federation President is. It's possible that he is (as Federation Presidents also preside over sessions of the Federation Council), but I don't recall any direct indicators that it is so. Did I miss something?
