"STO" might apply those prefixes to later ''Scimitar''-class ships, but those ships appear to have been commissioned into the official stellar navy of either the Romulan Star Empire or the Romulan Republic. The ''Scimitar'', however, was used by a rogue faction, designed and built in secret. Well, "IRW" and "RIS" refer to ships used by the Imperial Navy. "STO" might apply those prefixes to later Scimitar-class ships, but those ships appear to have been commissioned into the official stellar navy of either the Romulan Star Empire or the Romulan Republic.
