In Articles, there's a brief mention that Bacco had been Governor of Cestus III for seven years prior to 2379; that would put her election to Governor in 2372. The question is, is that close enough to the signing of the Federation-Cardassian Treaty for her to have been in charge of the immigration crisis that that treaty prompted? Can you find the page where it says that? And are you sure you're not confusing it with the passage on p.26, where Nan had been governor for 7 years when Esperanza joined her administration after leaving Starfleet after the end of the Dominion War?
