"Forgotten History" establishes that Willard Decker served as the XO on the Boston (ship class unestablished in the novel) for four years just prior to overseeing Enterprise's refit, which is explicitly stated to be the first ship in the fleet to receive such an extensive refit. I take this to mean that the Boston that Decker served on was a pre-refit ship. Therefore, either it is this ship that he served on and it too received an extensive refit at some later point before the events of BotF, or Decker served on another ship.
