Or maybe Hiro Nakamura. Strangers from the Sky was published before TNG and therefore before Mamoru was conceptualized. They might've named the admiral after the novel character, but I think "Nakamura" is a common enough Japanese name that it's just coincidental. Like, say, Security Officer Lt.
